Brake light (Traffic Jam)

When driving to a traffic jam you see al breaking lights fully RED.
You think red = Dangerous. So you will brake with full power.(everybody will) So the traffic Jam wil be bigger very fast.
Now my idea was to make a bracklight that every cardriver see's how hard the cars in front are breaking.
Traffic Jam problem YES or No ?
